Hex to binary: one digit, four bits

Every hex digit maps to exactly four binary bits: 0 = 0000, 9 = 1001, A = 1010, F = 1111. To convert, replace each digit with its four bits: F3 → 1111 0011. No arithmetic needed — it’s a straight substitution, which is why hex is used as compact binary.

Why programmers mix the two

Binary shows the individual bits (flags, masks, permissions); hex shows the same value at a quarter of the length. A 32-bit mask like 0xFF00FF00 is instantly readable as “bytes 2 and 0 off, 3 and 1 on” — try writing that in binary and counting the digits.
