FB2 is for text, not scans
FB2 is a reflowable, text-only format, so it works best on text-based PDFs. If your PDF is a scan with no text layer there’s nothing to put in an FB2 — convert it to a fixed-layout EPUB instead, or run OCR first.

Are my PDFs uploaded to a server?
No. Every page is read, rearranged and written entirely in your browser. Your PDF never leaves your device, so it works even offline once the page has loaded — ideal for confidential documents.
What reads FB2 files?
FBReader, PocketBook, CoolReader, AlReader and Kobo devices all open FB2 natively. If your reader prefers EPUB, use our PDF to EPUB tool instead.
Does it keep the original layout?
No — FB2 is reflowable text, so it drops the PDF’s fixed page layout in favour of text that adapts to any screen. Complex tables and multi-column pages may not convert cleanly.
Can I convert a scanned PDF to FB2?
Not usefully — a scan has no text layer to extract. Use the PDF to EPUB tool’s scanned mode for a page-image eBook, or OCR the scan first.
